Cross-cluster owner escalation via mismatched role bindings

Improper authorization in Rancher 2.5.0 through 2.5.15 and 2.6.0 through 2.6.6 allows remote authenticated users to gain project-owner access. The authorization path accepts a binding whose clusterName or projectName conflicts with its metadata namespace, applying the requested owner role outside the caller's authorized project boundary. Exploitation requires permission to edit CRTB or PRTB objects and kubectl access to the local cluster; cross-cluster cluster-owner escalation also requires existing cluster-owner rights on one downstream cluster.
