Authenticated file disclosure via Chromium local-file rendering

Unauthorized file disclosure in Grafana Image Renderer 3.5.0 and earlier allows remote authenticated users to retrieve host files. With HTTP remote rendering enabled, embedded Chromium prints a requested local file into the returned PNG instead of restricting navigation to authorized render targets. Reachability requires certain network conditions or a Grafana administrator-controlled fake data source, and very large files can exhaust service resources.
