JavaScript hang via exponential url2 regex backtracking

ReDoS in jQuery Validation Plugin before 1.19.5 allows remote attackers to hang JavaScript execution with crafted URL input. The url2 validation rule applies an inefficient URL regular expression that backtracks exponentially on strings such as // followed by repeated 00. Reachability requires an application to pass attacker-controlled text to url2; successful input stalls the executing browser or Node.js process without reading or changing data.
