EVM transfer accounting manipulation via integer truncation

Numeric truncation in Parity Technologies Frontier before commit fed5e0a allows remote attackers to alter EVM transfer accounting. In frame/evm/src/runner/stack.rs, the transfer path retained only the low 128 bits of a U256 value before converting it to the Substrate balance type instead of rejecting an out-of-range amount. An oversized EVM transfer can therefore present contracts with a value different from the amount transferred, while Substrate balance state and the node remain unaffected.
