Service crash via improper UTF-8 slicing

Denial of service in Pomsky before 0.4.3 allows remote authenticated users to crash parsing threads via crafted Rulex expressions. The parse_quoted_text routine and tokenizer advance UTF-8 input slices using fixed byte counts, so a multibyte code point creates an invalid byte boundary and triggers a Rust panic. Exploitation requires a service to accept untrusted Rulex expressions and to let a parser-thread panic interrupt availability; direct data access or modification is not reported.
