Local code tampering via world-writable gem files

Incorrect default permissions in Octokit.rb 4.23.0 and 4.24.0 allow local users to modify installed Ruby library files. The release packaging process preserved mode 0666 on files in the gem instead of owner-only write permission mode 0644. Exploitation requires separate malicious code already running with local access, and modified library files can change the gem's runtime behavior.
