Banner topic disclosure via unauthenticated login preload

Information disclosure in Discourse stable before 2.8.4 and beta and tests-passed before 2.9.0.beta5 allows remote attackers to read banner topic data. The ApplicationController banner_json method placed cached banner JSON in the login page's data-preloaded element without checking current_user when login_required was enabled. An unauthenticated request to /login is sufficient, but exposure requires a login-required site with banner content; the flaw discloses rendered topic HTML without modification.
