Stored XSS via unsanitized issue poster name

Stored XSS in the issue list in Gogs before 0.12.9 allows remote authenticated users to run script in another user's browser. The issue-list template marks the localized opened-by string containing a poster's unfiltered DisplayName as safe HTML instead of sanitizing it. An attacker must set a crafted display name and have it rendered in a repository issue list; viewing the list then executes the stored payload in that viewer's Gogs origin.
