Authenticated stored XSS via unsafe surcharge rendering

Stored XSS in OroCommerce 4.1.0 through 4.1.17, 4.2.0 through 4.2.11, and 5.0.0 through 5.0.3 allows remote authenticated users to run script. The shipping-rule edit form accepts an XSS payload in the UPS Surcharge field and renders the stored value without neutralizing script-capable markup. Creating or editing a shipping rule requires permission, and another user must view the affected page for the script to execute in that user's browser.
