Ledger service interruption via connection-slot exhaustion

Uncontrolled resource consumption in Hyperledger Indy Node 1.12.6 and earlier allows remote attackers to interrupt ledger service. The published deployment guidance applies an aggregate iptables limit to the client port, allowing abusive TCP connections to occupy every permitted slot. No authentication is required; ledger contents remain intact, and valid request processing resumes when the connection-filling attack ends.
