API key disclosure via plaintext disk writes

Cleartext storage in data.js in CVE Program CVE Services 1.1.1 and earlier allows attackers to read plaintext API keys from disk. The non-development branch of the user-seeding method hashes randomKey into user.secret but also appends the unhashed key and username to apiKeyFile with fs.writeFile. Exposure requires that method to run in production and the resulting file to become readable; the documented consequence is API-key disclosure, not data modification or service interruption.
