Order adjustment changes via CSRF-exempt GET routes

CSRF in Solidus solidus_backend affected releases allows attackers to alter order adjustments through administrator-opened links. The admin order routes bind finalize and unfinalize state changes to GET requests, which Rails excludes from anti-forgery verification. An attacker needs an order number and an administrator to open the crafted URL; affected releases are before 2.11.16, 3.0.0 through 3.0.5, and 3.1.0 through 3.1.5.
