Access policy bypass in Red Hat OpenStack Platform 13.0 through 17.0 allows remote authenticated users to decrypt secrets via the Barbican API. Barbican merges request query parameters into oslo.policy target data after loading database values, allowing attacker-controlled keys to overwrite ACL-derived fields. A Keystone account and the target secret identifier are required; successful exploitation discloses that secret payload without granting broader administrative access.
