SCM content disclosure via controller-local checkout

Path traversal in Jenkins Mercurial Plugin 2.16 and earlier allows remote authenticated users to read limited SCM content via local paths. MercurialSCM.checkout accepts a pipeline-supplied source value and passes controller-local file URLs or existing paths to Mercurial without rejecting them. Pipeline-configuration permission and a controller-side checkout are required; the disclosed impact is limited to SCM content from other projects.
