New-connection denial via exhausted TCP connection slots

Uncontrolled resource consumption in CmpBlkDrvTcp in affected CODESYS V3 products allows remote attackers to block new TCP connections. The communication server accepts unauthenticated connections into a finite incoming-connection pool and stops accepting clients when every slot is occupied. Repeated network access can indefinitely deny new engineering or client sessions, while established connections remain intact.
