Unrestricted file upload in CreativeMinds CM Download Manager before 2.8.6 allows remote authenticated users to upload PHP files. The allowed-extension setting accepts php as a permitted suffix, so the upload path stores executable server-side content instead of rejecting a dangerous file type. Administrator-level access is required; the established consequence is arbitrary file placement, while code execution also requires the server to execute uploaded PHP content.
