Incorrect resource permissions in Trend Micro Apex One 2019 and Apex One as a Service allow local users to execute code as SYSTEM via DLL loading. The Apex One Security Agent service uses a resource whose permissions allow low-privileged code to supply a DLL that the service loads with elevated rights. Exploitation requires prior low-privileged code execution on a Windows endpoint and grants arbitrary code execution in the SYSTEM context.
