Unauthenticated crash via undersized QPACK table capacity

NULL pointer dereference in LiteSpeed QUIC before 3.1.0 allows remote attackers to crash an HTTP/3 endpoint via MAX_TABLE_CAPACITY below 32. In lsquic_qenc_hdl.c, lsquic_qeh_settings passes a peer-derived dynamic-table size below 32 to lsqpack_enc_init instead of disabling the table. Remote attackers need only complete enough of an HTTP/3 connection to supply the setting; exploitation interrupts the affected process without demonstrated data access or code execution.
