Route-origin validation outage via fatal RRDP decoding

Denial of service in NLnet Labs Routinator 0.9.0 through 0.11.2 allows remote attackers to stop route-origin validation via malformed RRDP data. The RRDP collector passes decoded snapshot and delta objects through RepositoryObject::create, which treats Base64 decoder read failures as fatal storage errors rather than rejecting the affected publication point. An attacker must control or compromise an RRDP repository selected by Routinator; exploitation exits the validator and interrupts RPKI data delivery without changing RPKI data.
