Administrative account creation via unverified CSRF token

Cross-site request forgery in Nokia NetAct 22 allows remote attackers to create accounts with arbitrary privileges through a crafted link. The /SecurityManagement/html/createuser.jsf endpoint accepts a state-changing user-creation request without verifying its CSRF token. Exploitation requires a logged-in victim to follow attacker-supplied content; an administrator's session permits creation of an administrative account.
