Privileged maintenance access via predictable utility passwords

Authentication weakness in Emerson DeltaV controllers and I/O cards allows remote attackers to gain privileged maintenance access. The maintenance-port Telnet challenge-response derives three four-character utility passwords from a timestamp seed with less than 16 bits of entropy using a lookup table and deterministic permutations. An unauthenticated attacker on the adjacent control network can reconstruct the passwords and invoke privileged maintenance operations through TCP port 23.
