Root shell access via hardcoded Telnet credentials

Hardcoded credentials in Emerson DeltaV controllers and I/O cards through 2022-04-29 allow remote attackers to obtain a root shell. The Telnet service on TCP port 18550 accepts embedded credentials for root access instead of requiring unique, operator-managed authentication. Network reachability to a controller or I/O node is required, and successful use exposes an unrestricted root shell on affected S-series, P-series, CIOC, and EIOC equipment.
