H5P library state changes via missing CSRF token

Cross-site request forgery in Moodle LMS 3.11 through 3.11.8 and 4.0 through 4.0.2 allows remote attackers to alter H5P library states. The H5P library enable and disable actions accept a state-changing request without validating Moodle's sesskey CSRF token. Exploitation requires an authenticated administrator to follow attacker-controlled content, after which installed H5P libraries can be enabled or disabled.
