A TOCTOU race in networkd-dispatcher allows local users to execute attacker-controlled scripts as root through script replacement. _run_hooks_for_state collects root-owned executable paths, then passes those paths to subprocess.Popen without revalidating ownership or identity. Exploitation requires low-privileged local access, a claimable org.freedesktop.network1 D-Bus name, and winning a symlink race, resulting in arbitrary root code execution.
