Local path traversal via unsanitized network states

Path traversal in Clayton Craft networkd-dispatcher before 2.2 allows local users to escape its hook-script directory via crafted states. The handle_state flow passes unvalidated OperationalState and AdministrativeState values into hook discovery, where they become path components beneath /etc/networkd-dispatcher. A local user must first control the org.freedesktop.network1 system-bus name; combined with symlink and TOCTOU races, the traversal enables scripts to run as root.
