Email-flooding denial of service via unthrottled resets

Resource exhaustion in Zammad 5.1.0 allows remote attackers to interrupt service by flooding a known user's password-reset workflow. The forgot-password feature accepts repeated reset requests without rate limiting and generates an email for each request. No authentication is required, but the attacker must know a legitimate account identifier; the resulting email flood can interrupt service and spam that account.
