Information disclosure via topicurl session bypass

Access control failure in TOTOLINK A3100R firmware 4.1.2cu.5050_B20200504 and 4.1.2cu.5247_B20211129 allows remote attackers to read router data. The /cgi-bin/cstecgi.cgi dispatcher accepts the unauthenticated topicurl setting/getIpPortFilterRules and returns the protected rule set without enforcing the session check. Network access to the router's management interface is sufficient; the documented consequence is disclosure of configuration information, not code execution or service interruption.
