False flow-install status via identical HostToHost endpoints

Improper control flow in ONOS 2.5.1 allows remote attackers to leave a HostToHost intent indefinitely in the INSTALLING state. The add-intent path accepts identical source and destination hosts but fails to complete the expected intent-state transition. Network access to the intent API is sufficient, and the false control-plane status misleads operators about flow-rule installation.
