Browser crash via undersized UTF-8 ellipsis buffer

Buffer overflow in GNOME Epiphany before 41.4 and 42.x before 42.2 allows remote attackers to crash the browser via a long page title. Within the UI process, ephy_string_shorten allocates one byte for the ellipsis, but strcat writes its three-byte UTF-8 encoding past the heap buffer. The overwrite traps the browser in a crash loop when attacker-controlled HTML supplies a title beyond MAX_TITLE_LENGTH; published scoring establishes availability impact only.
