Root privilege escalation via sudoers permission race

Improper file permissions in Amazon SSM Agent before 3.1.1208.0 allow local users to escalate privileges to root through a sudoers race. createSudoersFileIfNotPresent uses os.Create to create /etc/sudoers.d/ssm-agent-users with mode 0666, then changes it to 0440. A local user must win the brief creation-to-chmod window on a system where /etc/sudoers.d is readable to append a Sudo rule and execute commands as root.
