Service interruption via retained malformed-packet connections

Improper input validation in Hitachi Energy MicroSCADA Pro/X SYS600 allows remote attackers to interrupt service via malformed IEC 104 packets. The IEC 104 TCP handler drops each malformed packet but fails to close its connection, allowing connections to remain allocated. Unauthenticated network access to the IEC 104 service is sufficient; affected versions are Pro 9.2 FP2 Hotfix 4 and earlier and X 10 through 10.3.1.
