Local crash via corrupt terminfo data

Out-of-bounds read in ncurses 6.3 before patch 20220416 allows local users to crash tic via a crafted terminfo file. convert_strings reads corrupt compiled terminfo string data without first enforcing the data boundary, causing a scan beyond the valid table. Triggering the flaw requires a local user to make tic process the crafted file; the demonstrated result is a segmentation fault and service interruption.
