Account compromise via skipped new-user password validation

Weak password requirements in NotrinosERP before 0.7 allow remote attackers to compromise accounts protected by very short passwords. In admin/users.php, can_process applies the four-character minimum only while changing an existing nonempty password, so new-user creation skips the check. Exploitation requires a newly created account with a password shorter than four characters and successful guessing, after which the attacker gains that account's privileges.
