Service degradation via oversized app-password names

Resource exhaustion in Nextcloud Server before 22.2.7 and 23.0.0 through 23.0.3 allows remote authenticated users to degrade performance. The app-token creation path accepts an unbounded new session name, stores it as an app-password name, and loads that value into memory whenever the token is used. A valid account is required; creating and using oversized names consumes server memory and can slow the service.
