Cross-tenant media access via URL organization confusion

Improper authentication in Opencast before 10.14 and 11.0 through 11.6 allows remote authenticated users to import cross-tenant media. IngestServiceImpl derives trusted cluster URLs from the organization owning a supplied URL instead of the active organization, then authenticates the download and adds the referenced content to the current media package. Exploitation requires full ingest REST access, knowledge of another tenant's internal resource URL, and a multi-tenant cluster; it exposes and copies that tenant's media into the requesting organization.
