Cross-room access via identifier-based permission checks

Improper authorization in BigBlueButton 2.2 through 2.3.17 allows remote authenticated users to access every breakout room in their meeting. The breakout URL handler trusts internal room identifiers instead of verifying that a viewer is assigned to the requested room; 2.4-alpha-1 through 2.4-beta-4 is also affected. Any viewer who has joined the meeting can request URLs for rooms outside that viewer's assignment and gain confidentiality-only access to those rooms.
