Client impersonation via missing CertificateVerify enforcement

Improper certificate validation in Pion DTLS before 2.1.5 allows remote attackers to impersonate clients using certificates they do not control. The flight4Parse handshake state machine accepted a received client certificate and initialized the cipher suite without requiring a CertificateVerify message proving possession of the matching private key. The flaw is reachable only on servers configured to use client certificates; the DTLS connection remains encrypted, but the asserted client identity cannot be trusted.
