Consensus split via rounded uint64 slashing values

Integer overflow in ChainSafe Systems Lodestar before 0.36.0 allows remote attackers to split consensus via crafted slashings. Slashing validation stores Slot and Epoch uint64 values as JavaScript numbers, so values above 2^53 are rounded before validity checks. A malicious slashing must be included on-chain; affected nodes can reject valid slashings or propose blocks the network rejects.
