CPU crash via unchecked NaN-to-integer conversion

Improper input validation in Google TensorFlow before 2.6.4 allows local users to crash CPU workloads with NaN histogram values. The CPU HistogramFixedWidthFunctor divides each supplied value to derive a bin index, then casts an unchecked NaN result to int32. Reachability requires local code to invoke the API on the CPU implementation; affected later branches can terminate the hosting process without disclosing or changing data.
