Process crash via signed-unsigned assertion comparisons

Type confusion in TensorFlow before 2.6.4, 2.7.0 through 2.7.1, 2.8.0, and 2.9.0 prereleases allows local users to crash processes. In tensorflow/core/platform/default/logging.h, mixed-type CHECK helpers incorrectly cast signed integers to size_t or apply the wrong comparison, treating valid conditions as fatal assertion failures. A user able to execute a TensorFlow workload in the target process can terminate that process, with no reported confidentiality or integrity effect.
