Process crash via empty resource handle

Improper input validation in affected Google TensorFlow releases allows local users to crash the calling process with an empty resource handle. In eager execution, GetDeviceForInput indexes element zero of an empty resource tensor, while tf.summary.flush accepts invalid writer objects into a legacy path. Exploitation requires local code execution and control of an operation's resource input; the bounded consequence is process termination and loss of availability.
