Process crash via quantized compatibility operation

Denial of service in Google TensorFlow allows local users to crash a process through a quantized tf.compat.v1 operation. A missing StridedSlice kernel makes shape iteration return a null py_value that SetOpAttrScalar passes to ParseDimensionValue for dereferencing. Triggering the flaw requires local execution of crafted TensorFlow API code and terminates only the hosting process.
