Process crash via negative segment count

Denial of service in Google TensorFlow affected releases allows local users to crash a process through UnsortedSegmentJoin. UnsortedSegmentJoinOp accepts a negative num_segments value, uses it to form an output shape, and reaches a fatal CHECK during tensor allocation. Triggering the crash requires control of operation arguments in a locally executing TensorFlow process; the published behavior neither reads nor alters application data.
