Process crash via empty quantization tensors

NULL pointer dereference in affected Google TensorFlow releases allows local users to crash a process with empty quantization tensors. The QuantizedConv2D CPU kernel reads element zero from each min/max tensor without first requiring a scalar shape, so a zero-sized tensor binds the referenced value to nullptr. A caller must be able to submit tensors to a local TensorFlow process; the documented consequence is a process crash without confidentiality or integrity impact.
