Process crash via unchecked tensor ranks

Improper input validation in Google TensorFlow before 2.6.4 allows local users to crash the process through LSTMBlockCell. The LSTMBlockCellOp kernel reads tensor elements without first checking every argument rank, so a scalar where a vector is required reaches a fatal CHECK. A local user who can invoke TensorFlow operations with crafted tensors can terminate the hosting process; affected later lines include 2.7.0rc0 through 2.7.1, 2.8.0rc0 through 2.8.0, and 2.9.0rc0.
