Process crash via unchecked sparse-tensor ranks

Improper input validation in Google TensorFlow allows local users to crash a process through malformed sparse-tensor shapes. SparseTensorToCSRSparseMatrix treats dense_shape as a vector and indices as a matrix without verifying either rank, so scalar or one-dimensional inputs reach a fatal CHECK. Exploitation requires the ability to submit tensors to a process that invokes this operator, and the resulting impact is limited to interruption of that process.
