Process crash via non-scalar summary metadata

Improper input validation in Google TensorFlow allows local users to crash the hosting process through TensorSummaryV2. SummaryTensorOpV2 passes serialized_summary_metadata to scalar() without first verifying that the tensor shape is scalar, causing a CHECK failure on a non-scalar value. The caller must be able to execute a TensorFlow operation with crafted local input; exploitation terminates that TensorFlow process without reported data disclosure or modification.
