Denial of service via zero-length handshake fragments

Denial of service in Pion DTLS before 2.1.4 allows remote attackers to hang a DTLS server or client with crafted packets. The fragmentBuffer.pop method repeatedly appends a zero-length handshake fragment without advancing its target offset, causing an infinite loop. No authentication or user interaction is required, and the affected process remains stuck while it handles the malformed fragment.
