Service interruption via unbounded handshake buffering

Unbounded memory consumption in Pion DTLS before 2.1.4 allows remote attackers to interrupt service via an unterminated handshake. The fragmentBuffer.push path retains inbound DTLS handshake fragments without a cumulative size check until the handshake finishes or times out. No authentication or user interaction is required; sustained crafted traffic can exhaust process memory and disrupt any client or server embedding the library.
