Node crash via oversized disconnect reason

Denial of service in Ethereum Foundation go-ethereum before 1.10.17 allows remote attackers to crash nodes with crafted p2p messages. The p2p disconnect-message handler RLP-decodes an attacker-controlled reason into a native-width unsigned integer; high-verbosity formatting converts an oversized value to a negative array index and panics. The node must accept the attacker's peer connection and run above the default INFO verbosity; the bounded consequence is a process crash.
